If you delete those it should uninstall them. Though not sure if it'll try to auto download them again. No, you just untick it in the DLC tab in the steam properties for Fallout 4. If that doesn't work try to use 3ds max instead to export the object. Or download Blender(it's free) and export the weapon to obj file. And then import it into Painter and export it from there to correct format for Fallout 4.
